BRS performs certification as a matter of technical judgment, not administrative routine.

Acting under formal authorizations from Flag Administrations, BRS issues certification only where compliance with applicable international conventions, statutory requirements and BRS Rules has been clearly demonstrated.

Certification is granted on the basis of verified evidence obtained through surveys, audits and technical evaluation. It is not based on declarations, assumptions or commercial considerations.

All certification activities are conducted within the limits of delegated authority and in alignment with the IMO framework, including the RO Code. Each certificate is traceable to a defined legal mandate and remains subject to oversight by the respective Administration.

BRS applies strict principles of independence, impartiality and technical accountability. Decisions are consistent, documented and subject to internal control.

Certification is continuously monitored through structured oversight, technical review and performance evaluation. Where compliance is not maintained, BRS acts without delay, including suspension or withdrawal of certification.

Certificates confirm compliance at the time of verification. The obligation to maintain such compliance remains with the Owner and Operator at all times.

BRS operates within a certified management system in accordance with ISO standards, ensuring that all activities are performed within a controlled, audited and consistently applied framework.
